Most citizens, including many involved in the justice system, are familiar only with the “Law and Order” or “CSI” version of the trial court system. There is no general understanding that most of the system deals with civil, rather than criminal, matters. Most citizens need to know that their trial courts offer treatment and probation programs, provide counseling and training for couples and offer protections for those too elderly or infirm to take care of their own affairs.
